Rubio: US can achieve Iran war aims without ground troops, campaign to end in coming weeks
On 28 March 2026, updated the next day, The Times of Israel published Rubio: US can achieve Iran war aims without ground troops, campaign to end in coming weeks. Jacob Magid wrote it with news agencies and Times of Israel staff. The Times of Israel is a major Israeli news site in English. An American family should care because the US secretary of state, Marco Rubio, America's top diplomat, said, in public, that the United States can finish this war without using ground troops, and within weeks. The same article says thousands of Marines and airborne soldiers were still being sent to the region so the president would have choices if that plan changed.
Background for new readers: On 28 February 2026 the United States and Israel began a joint air war on Iran. The Pentagon calls its part Operation Epic Fury; Israel calls its part Operation Roaring Lion. It came eight months after a shorter war in June 2025, when US bombers hit Iran's nuclear sites at Fordow, Natanz, and Isfahan. The question running through this section is whether the air war turns into American soldiers fighting on Iranian soil. This article is filed under No Boots on the Ground; the full article index lists every article on this shelf.
Evidence rating: CONFIRMED. The rating is for what Secretary of State Marco Rubio said. He is a named cabinet officer, and the article reports he told reporters this on the record in France on Friday, 27 March 2026.
What the article says
The article says the United States and Israel launched the war on 28 February 2026. Rubio spoke after meeting his G7 counterparts in France. The G7 is the club of seven large industrial democracies. He said the bombing campaign was on or ahead of schedule and should end in "a matter of weeks, not months." He said that when the United States was done with Iran in the next couple of weeks, Iran would be weaker than in recent history. The article says Axios, citing sources with direct knowledge, reported that Rubio told the G7 the war was expected to last another two to four weeks. That, the article notes, was up to 14 days longer than a White House estimate of four to six weeks.
He also said Washington can meet all of its objectives without using ground troops. In the next breath, the article describes forces on the move. It says Washington had dispatched two contingents of thousands of Marines to the region. The first was due around the end of March on a large amphibious assault ship, a vessel built to put Marines ashore. The Pentagon was also expected to deploy thousands of elite airborne soldiers, troops trained to arrive by air. The article says those expected deployments raised concern that the air war could turn into a long ground battle.
Rubio's explanation, as the article gives it, was that some troops were being deployed so Trump would have "maximum optionality and maximum opportunity to adjust the contingencies, should they emerge." Read plainly, he said ground troops were not required for the current aims, and he also said forces were being placed so the plan could change.
The rest of the article is about the Strait of Hormuz, the oil lane Iran had been disrupting, about messages between the United States and Iran, and about remarks President Donald Trump made the same day in Miami. Trump, the article reports, said the United States still had 3,554 targets left to hit and that this would be done quickly. He said America was ending the threat from what he called this radical regime, and he also said the war was not finished. Those lines are about bombing and about the end of the war. They are not a statement that soldiers will, or will not, land.
The US expects the bombing campaign in Iran to conclude within weeks, not months, and Washington can meet all its objectives without using ground troops, US Secretary of State Marco Rubio said Friday.
The Times of Israel, published 28 March 2026, quoting Secretary of State Marco Rubio's remarks to reporters in France on 27 March 2026.
What other reporting adds
Rubio's line, and the lines around it. Rubio's sentence was widely shared as "We can achieve all of our objectives without ground troops" (research capture: twitter/t50__v591.md). Three weeks earlier, according to a post quoting his remarks of about 2 March, he had put it more narrowly: "We are not currently postured for ground forces." (@shanaka86 on X, 3 March 2026; research capture: twitter/t50__v593.md). "Not currently postured" describes the moment. It is not a promise.
The president did not close the door. On 2 March 2026 President Trump told the New York Post: "I don't have the yips with respect to boots on the ground – like every president says, 'There will be no boots on the ground.' I don't say it … I say 'probably don't need them' [or] 'if they were necessary.'" (as quoted by Yahoo News, 2 March 2026; research capture: twitter/t52__v618.md). On 1 April, Defense Secretary Pete Hegseth said from the Pentagon podium: "we're not going to foreclose any option," and "The our adversary right now thinks there are 15 different ways we could come at them with boots on the ground. And guess what? There are." (Pentagon briefing video, 1 April 2026; words as the capture transcribed them, including the stumble; research capture: twitter/t52__v618.md).
Public opinion at the time. A Reuters/Ipsos poll released on 19 March found that "just 7% of US voters support the idea of a large-scale ground invasion of Iran," that "65% of Americans believe that Trump will order such an operation anyway," and that "55% said they would oppose the use of any ground troops," as reported by Common Dreams, 20 March 2026 (research capture: twitter/t13__v147.md).
What it shows
Rubio's sentence and the article's own facts sit side by side: the aims need no ground troops, and thousands of Marines and airborne soldiers are headed to the region so the president can change course. The same day, the Wall Street Journal reported the Pentagon weighing up to 10,000 more ground troops, and 3,500 Marines and sailors arrived on the USS Tripoli. The next day the Washington Post reported preparations for weeks of ground operations in Iran. Eight days later, more than 90 Americans were on the ground inside Iran in the F-15E rescue.
