July to September 2026: The House Votes Twice More to End the War, and the Senate Falls One Vote Short
Evidence rating: CONFIRMED for the July 23 House vote and the September 24 Senate vote, from the House Clerk and Senate roll calls. STRONG for the September 15 House vote (220 to 204), reported consistently by Spectrum News, Fox News, and the sponsor; we did not open the Clerk page.
July 23: the House passes H.Con.Res. 89, 214 to 208
H.Con.Res. 89, sponsored by Rep. Pramila Jayapal, passed the House 214 to 208 (House roll call 282), again with Republicans Barrett, Davidson, Fitzpatrick, and Massie voting yes. One constituent later posted the clerk line for her member: "Jul 23, 2026, 10:24 AM | 119th Congress, 2nd Session ... Directing the President, pursuant to section 5(c) of the War Powers Resolution, to remove United States Armed Forces from hostilities with Iran ... Hinson = Nay" (Stormkrow on X). Two months later Rep. Ashley Hinson called for the war to be brought to an "immediate end" amid fuel prices, according to a Raw Story headline (as posted September 23, 2026).
The same day the Senate blocked a separate measure. "U.S. Senate blocks resolution to limit Trump's war powers against Iran," one outlet posted (as quoted, July 23, 2026); an X summary described the vote as 49 to 47 with Sen. Susan Collins the only Republican yes and Sen. John Fetterman opposed, leaving "Trump able to direct forces without fresh authorization," and noted "U.S. troops engaged in Iran for five months" (X trend page). The Senate's record lists S.J.Res. 180 on the discharge motion that day as rejected 47 to 49.
July 30: the thirteenth failed attempt
The Senate rejected S.J.Res. 181, led by Sen. Kirsten Gillibrand, 49 to 50. An X summary: "Senate Republicans rejected a Democratic war powers measure ... marking the 13th failed attempt to force withdrawal from hostilities that began February 28." It said Sens. Elizabeth Warren and Mark Warner "highlighted 19 U.S. service members and one contractor killed, over 600 wounded, plus gas prices topping $4 a gallon"; another snippet on the same page said 18 killed (X trend page, July 30, 2026). An unnamed senator's post on that page: "I just voted AGAIN to try and end Trump's war in Iran. Once again, Republicans blocked it. When will they wake up and realize this war is spiking costs, accomplishing little, and endangering American servicemembers?"
September 15: the House votes a third time, 220 to 204
The House passed a war-powers resolution sponsored by Rep. Seth Moulton 220 to 204, "with seven Republicans joining all voting Democrats" (J.Akecheta on X, September 18, 2026; Spectrum News). Spectrum named the seven: Zach Nunn and Mariannette Miller-Meeks of Iowa, Nancy Mace of South Carolina, and Barrett, Davidson, Fitzpatrick, and Massie. Fox News headlined "3 more Republicans back Iran war powers resolution" (Fox News, via @MustReadNewz). Moulton: "By the Trump Administration's own metrics, Iran is winning and America is losing. Tonight, Congress did its job under the Constitution and said enough is enough" (Moulton press release).
Rep. John James voted against the measure that week, according to reporter Sam Stein, who set beside it what James said when the war began: "The Iranian regime's decades of terror—costing American soldiers and innocents life and limb—must be answered for. Appeasement invites war; their threats to America must end" (Sam Stein on X, September 22, 2026).
September 24: the Senate rejects H.Con.Res. 89, 49 to 50
The Senate took up the House's July resolution and rejected it 49 to 50 (Senate vote 244). The full roll, as posted: 49 yeas, including Republicans Susan Collins, Lisa Murkowski, Rand Paul, and Thom Tillis; 50 nays, 49 Republicans and Democrat John Fetterman; Sen. Alsobrooks (D-Md.) not voting (Grok on X, September 25, 2026; Japanese summary of the same roll). Bill Cassidy, a yes in June, voted no.
"Congress was one vote from telling the president to get out of Iran, and that vote belonged to a Democrat," wrote The Darya Desk. "Four Republicans, including Thom Tillis, a new supporter, voted to demand congressional approval for continued U.S. hostilities with Iran. John Fetterman voted no. Had he flipped, it would have passed 50 to 49" (Darya Desk on X). Jewish Insider headlined: "Senate narrowly rejects Iran war powers resolution, as Tillis joins Democrats to oppose war" (as posted by Nancy Willing).
Sen. Jon Husted of Ohio, who had called for the war to end, voted no. Grabien's clip title carries his explanation: "We Have to Do It on Terms That Are Acceptable" (Grabien on X, September 26, 2026). A headline the night before: "Vulnerable GOP Senator Casts Deciding Vote Against Resolution To End Iran War ... Sen. Jon Husted (R-Ohio) said the war should end, but refused to vote to end it" (post). Republican Mike Rogers, now a candidate, followed a similar arc: reporter Andrew Kaczynski found he had called the war "long overdue," said there "shouldn't be" a fixed end date, and in July "didn't mind giving Trump authority to continue," before campaigning against the war's economic pain (KFILE on X, September 26, 2026).
The tally at the end of September
Congress never authorized this war. By September 24, 2026 it had voted on ending it at least twenty-one times. The House passed a withdrawal measure three times; the Senate adopted one (June 23), advanced one (May 19), and rejected the rest, most by one to four votes. The members who decided those margins are on Members Who Kept the War Going and The Republicans Who Crossed.
Status: Every member named on this page is alive, as are Sam Stein and Andrew Kaczynski.
