Automatic Draft Registration: How the Government Will Build the List
Evidence rating: CONFIRMED for the law, its effective date, the agency's plan to write matching algorithms, and its power to demand data from other agencies. STRONG for this page's conclusion: automatic registration is the foundation of the draft machine, and its first effect is to erase the most common form of refusal Americans have used for 45 years.
Why this matters to your family
Since 1980, a young man was supposed to sign up for the draft himself within 30 days of turning 18, and then report every change of address until he turned 26. Many never did. Compliance fell to about 81 percent in 2024, according to the agency (Just the News, April 9, 2026). A former director, Bernard Rostker, testified in 2019 that the self-registered database would be "less than useless" for a real draft (as quoted by @LorraineEvanoff, March 9, 2026).
That gap mattered. A draft only works if the government knows who you are and where you live. On December 18, 2026, that changes. The government will find and register young men on its own, from records it already holds. One account put it in a sentence every parent should read twice: "for the first time since 1980, American men aged 18 to 26 will not need to do anything to find themselves on the list. the government will handle that part" (@daveydefi, April 10, 2026).
If the United States ever orders a draft for the war with Iran, this list is what the lottery would draw from.
What the law says
The FY2026 National Defense Authorization Act (the yearly defense bill), Public Law 119-60, Section 535, replaces the old registration section of the Military Selective Service Act:
"every male citizen of the United States, and every other male person residing in the United States, between the ages of eighteen and twenty-six, shall be automatically registered under this Act by the Director of the Selective Service System."
It lets regulations require:
"a Federal entity to provide, to the Director, information described in paragraph (1) that the Director determines necessary to identify or register a person subject to registration"
Paragraph (1) lists "date of birth, address, social security account number, phone number, and email address." The section takes effect "one year after" enactment on December 18, 2025. Men on nonimmigrant visas are exempt while they keep that status; everyone else in the country, including green-card holders, refugees, asylum seekers, and undocumented men, is covered. The regulations must include written notice to each man that he has been registered.

A note on ages: "between the ages of eighteen and twenty-six" has long meant from the 18th birthday until the 26th, so men 18 through 25. News reports variously write "18 to 25" and "18 to 26" for the same rule.
How it got through
The agency itself pitched the idea to its supporters in Congress in early 2024. The House passed it that June. When the public noticed, it was called misinformation. It was stripped in a closed-door conference, put back in 2025 in another closed-door conference, and signed on December 18, 2025, ten weeks before the U.S.–Israeli strikes on Iran began. "Nobody held a press conference about it."

How the agency says it will do it
The Selective Service System's five-year plan, signed by Acting Director Craig T. Brown, says the law "transfers responsibility for registration from individual men to SSS through integration with federal data sources." Its steps:
"establish automated data feeds from federal sources; develop matching algorithms and exception handling processes; sunset manual compliance activities."
Targets: federal data integrations "identified and tested" in FY2026 and "operational" in FY2027; manual compliance work 50 percent phased out in FY2026 and 100 percent in FY2027. The plan also commits to "Deploy Artificial Intelligence/automation tools," and cites Executive Order 14243, the March 2025 order on "eliminating information silos" (SSS Strategic Plan FY 2026–2030).
"Sunset manual compliance activities" means the human work of chasing non-registrants is being replaced by software.
Which databases
Social Security, the Census Bureau, the IRS, immigration and Homeland Security records, state motor-vehicle records, and federal student loans have all been named by reporters and analysts. The official list would have been in the rule the agency sent to the White House a month after the war began; that rule was withdrawn in July 2026 and has not been republished. The law's deadline did not move.

"Channeling, management, and surveillance"
The Intercept quoted an unnamed U.S. government official describing the change as being "about effective manpower generation, channeling, management, and surveillance" (The Intercept, April 10, 2026). "Channeling" is the agency's own 1960s word for using the threat of the draft to steer young men (the 1965 channeling memo). That one sentence is the most candid description of the purpose anyone inside government has given.
Edward Hasbrouck, who went to prison in the 1980s for refusing to register, warned that the law gives the agency "unprecedented power to obtain from any other federal agency any information they think might help them identify or locate potential draftees," and that "it will produce a database that's highly vulnerable to misuse and weaponization" (Democracy Now, April 13, 2026). The Quakers' lobbying arm, the Friends Committee on National Legislation, warned that "This extensive data gathering poses a significant risk of weaponization and misuse," especially for "immigrant and transgender young adults" (FCNL, November 13, 2025).
Finding the man, not just the name
A name on a list does not put a man on a bus. The government must find him and prove it notified him. For decades the address was the weak point: young men moved and never told the agency. The new law makes keeping current addresses the agency's own job, fed by other agencies' records, and the agency is already buying address-verification and motor-vehicle data.

The exit it closes
For 45 years, the main way young men could quietly refuse was simply not to register, or to move and not report it. Hasbrouck argues that this mass noncompliance is what kept a draft off the table, and he calls the end of self-registration "an extraordinary and almost entirely unrecognized victory for nonviolent direct action" (Hasbrouck, January 6, 2026): the government gave up on making young men register because they would not. Its answer was not to abandon the draft list. Its answer was to build the list without them.
Reason's C.J. Ciaramella, writing on September 2, 2026: "this is not simply paperwork. It's a remnant of the military draft and a reminder that the government reserves the option to dispose of young men's lives," and "If you oppose the draft, you should oppose the measures that would make it easier to implement too." He noted that "Many young men have historically expressed their opposition by refusing to register for the selective service, despite the penalties" (Reason).
A former-military analyst who follows the war wrote the plainest summary: "The infrastructure for mass mobilization is being assembled quietly while everyone watches the missiles ... The war has not come to your door yet. The law ensuring it can has already been signed" (@aj_geo_analysis, May 15, 2026).
How the rest of the machine closes the other exits is on how the machine closes the exits.
The timing
The law was signed in December 2025, ten weeks before the U.S.–Israeli strikes on Iran began on February 28, 2026. The rule to carry it out was filed on March 30, a month into the war. In April 2026, news of it reached tens of millions of Americans. When officials said the change has "no connection" to the war, they were answering a question about when it passed, not about what it is for. See "no connection to the war with Iran".
What a citizen can check
- Read the law yourself at the uscode.house.gov link above.
- Watch reginfo.gov for a resubmitted rule under RIN 3240-AA09. When published, the list of databases and the comment period will be in it. File a comment.
- Ask your member of Congress which databases will be matched, whether any Defense Department or contractor system will touch the list, and whether they will co-sponsor repeal.
