"Anonymized Aggregate Data": The Simulator Counts, the List Names
Evidence rating: CONFIRMED that the July 2026 draft-simulation request says it "Uses anonymized aggregate data," and CONFIRMED that the automatic-registration law directs the same agency to "identify, locate, and register" named men from other agencies' records. STRONG for this page's finding: the two are halves of one machine. The simulator is tuned on numbers so that the named list, when it is used, works.
The phrase
Among the six requirements in the government's request for a "Readiness Simulation," number five reads: "Uses anonymized aggregate data" (SAM.gov). "Anonymized" means names are removed. "Aggregate" means the model works with totals and rates, not individual people.
To a worried parent, the phrase reads as a reassurance: the software does not know who your son is. For the simulation, as written, that is accurate.
What the phrase does not cover
The simulation is not the only system. The same agency, under the law signed December 18, 2025, must build a named list. Jackie Singh, a security researcher, summarized the statute: the agency is to "identify, locate, and register" men using "Social Security, IRS, immigration records, whatever else the SSS Director 'determines necessary'" (as quoted by Lorraine Evanoff, March 9, 2026, from Singh's article).
The draft-resistance researcher Edward Hasbrouck describes the new power as "unprecedented authority to obtain and aggregate any data held by any other Federal agency that might help identity or locate potential draftees" (Hasbrouck, "Automatic draft registration"). In September 2025 the agency also contracted for a "RCV DATAWAREHOUSE PROJECT" (Cloud7Works and the vendors).
So there are two systems:
| The simulator | The list | |
|---|---|---|
| What it holds | Rates and totals | Named men, addresses, identifiers |
| Where the data comes from | "anonymized aggregate data" | Social Security, IRS, DMVs, immigration, other agencies |
| What it answers | How many will show up, how many will refuse, where the bottlenecks are | Who, and where to send the notice |
| When | Ordered July 2026 | Takes effect December 18, 2026 |
How the halves fit
A simulator that models "no-shows," "claims processing," and "ASP diversion" (the objectors) answers one question: how many men will refuse, and how fast can the system absorb them (no-shows, claims, and objectors). The named list answers the next question: which men. Hasbrouck describes the purchase as software "to carry out weekly simulations" of either a general draft or a special-skills draft.
Singh read the request this way on the day it was reported: "They mean they want to wargame, using demographic data, how they will compel millions of American men to serve in their forever wars" (Jackie Singh's thread, July 24, 2026).
Commentator Ben Swann, speaking with Shannon Joy, put the same point: "Officials call it 'anonymized aggregate data,' but the system is still designed to find specific people and call them up for service." And: "Now it happens quietly in the background, built on data people never agreed to hand over for this purpose." The model will "model the full draft pipeline, including ... even what happens when someone refuses" (@BenSwann_, July 30, 2026; video, about 1,400 likes).
The lesson for parents
Anonymized data is how you design a machine. Named data is how you run it. The simulator tells planners how many sons will not come and how many notices they must send to make up the difference. The list tells them where to send them. See how the machine closes the exits.
