Ukraine's Online Conscript Register and "Busification": The Model Critics Fear Is Coming

Evidence rating: CONFIRMED that Ukraine's 2024 mobilization law created an online register of conscripts and lowered the mobilization age, and that forced street recruitment ("busification") has been widely reported. MODERATE for individual incident reports below, each from a single account. STRONG for this page's reading: a digital register plus street enforcement is what a data-driven draft looks like when a government runs short of soldiers and people refuse.

Why Ukraine comes up

When Americans heard in 2026 that their draft list would be built automatically from government databases, many pointed to Ukraine. One wrote: "πŸ‡ΊπŸ‡¦s draft model is coming to πŸ‡ΊπŸ‡Έ" (@BKravty, August 12, 2026). The journalist Michael Yon: "You've seen what they're doing in Ukraine? Have you seen the videos dragging guys off streets? So I mean, they could easily do that in the United States, and I suspect they will" (IJR, July 31, 2026).

The online register

Ukraine's May 18, 2024 mobilization law, as described by one war-tracking account, lowered the mobilization age from 27 to 25, "creates an online register for conscripts," and canceled the "partially eligible" medical status (@projectmatryosh, May 2024). An online register ties a man's draft status to his identity across government services. Russia has done the same: a 2023 post described "Electronic summonses," asking whether "those who did not notice the notification from the military enlistment office on public services" would "be considered evaders" (@secretsqrl123, April 1, 2023). The notice arrives in your government app, and not seeing it is no defense.

Busification

"Busification" is the word Ukrainians use for recruitment officers pulling men off streets into vans. A chatbot comparison of the U.S. system and Ukraine's summarized it as "Ukraine's wartime street β€œbusification” roundups of men 25-60, often involving force" (Grok, September 21, 2026), and another check called the reports "Extensive" with "video evidence of forcible street/home conscription" (Grok, September 21, 2026). A men's-rights coalition's 2025 release said "Ukraine faces allegations of coercion, beatings, and illegal detentions linked to conscription" (@PhillAndry86, December 1, 2025).

One account described a scene in Vinnytsia in August 2025: "military commissars brought about 100 men to the Lokomotyv stadium," and "Women gathered and tried to break into the territory to free the men. They have now managed to break down the gates." The same account claimed "social media groups forming to track and evade recruitment patrols" and "30,000 citizens reported for ignoring summons in Poltava alone in 2024" (@SMO_VZ, August 1, 2025). These are one account's figures.

Silencing the subject

In December 2025, a university institute in Europe suspended an academic event titled "Men in the Vans, Women on the Streets: Gender, Resistance, and Forced Mobilization in Ukraine and Ex-Yugoslavia." The organizers' letter quoted the institute's reasons, including "the need for a clearer contextualization of forced mobilization," and called the cancellation "an act of political censorship" that excluded topics such as "mass draft dodging and forced mobilization" (@I_Katchanovski, December 10, 2025).

And the information war targets draft behavior directly. Ukraine's Center for Strategic Communications said Russia was using AI-generated videos of "draft dodgers" and "mothers saving their sons" to "break the resistance of Ukrainian society" (@StratcomCentre, January 20, 2026); a Ukrainian deputy said "Almost all videos about military recruitment are created by artificial intelligence" as a Russian operation "aimed at disrupting our mobilization" (@MyLordBebo, December 16, 2025).

The lesson for Americans

Ukraine shows the sequence when a war goes long: a digital register, a lower age, then force on the street, while discussion of the coercion is pushed out of public rooms. The United States is not Ukraine. But it now has the first piece, an automatic register built from government data, and a simulator to plan the rest. Every step after that is a decision.
