Classification and Draft Boards: The Human Part of the Machine, and How It Is Shrinking

Evidence rating: CONFIRMED for the classification codes, the board process, and the board numbers below. STRONG for this page's reading: the local board of citizens is the one human check left in the draft, and it is being thinned while the software around it grows.

What "classification" means

Classification is how the draft decides who is available and who is excused. The agency's own page: "Classification is the process of determining who is available for military service and who is deferred or exempted. Classifications are based on each individual registrant's circumstances and beliefs. A classification program would go into effect when Congress and the President decide to resume a draft." Its 2018 page said simply: "Men are not classified now" (SSS "Return to the Draft," archived 2025; SSS Classifications, archived 2018).

Notice the codes that sort by occupation: 1-AM, 2-A, 2-AM, 2-C, 2-M. The classification system already contains the categories a skills draft would use.

The order of the steps

Under the published process, after a lottery sets the order and induction notices go out, "registrants may now make claims if desired for a postponement, deferment or exemption. Inductees report to a local Military Entrance Processing Station (MEPS) for induction." Then "Local and Appeal Boards begin to process registrant claims for classification as conscientious objectors, dependency hardships, ministerial and ministerial student deferments, and appeals" (SSS "Return to the Draft," archived 2020). Medical and mental disqualification happens at MEPS.

The old 1940 regulations told local boards to decide "solely on the basis of the questionnaire and of all other information contained in the registrant's file," gave them "full authority to summon any person to appear and testify under oath," and said a board "should be guided by common sense rather than by technicalities" (Executive Order 8560, American Presidency Project). The board was supposed to be neighbors judging a neighbor.

The boards are shrinking

Jackie Singh, citing figures Edward Hasbrouck obtained from the agency, reported that local board membership fell from 9,596 in March 2021 to 5,802 in March 2025, and that the National Appeal Board had one member (Singh, March 9, 2026). Responsible Statecraft: "Draft boards that would have to make life-and-death decisions about who to send to war have received only cursory training" (Responsible Statecraft, March 10, 2026). John Markel's 2025 law review proposes "Revising the Structure of Draft Boards" alongside replacing the lottery with AI (Markel).

Meanwhile the agency's software treats claims as "claims processing" to be modeled for "throughput" (the simulation). Fewer neighbors, more software.

What you can do

Board members are volunteers. Citizens can apply to serve on their local board. A board with conscientious, informed members is the last human safeguard between a young man's claim and a machine's decision.
