"Security, Not Expansion": The Buffer-Zone Wording

Since the October 2023 attack, Israel's army has taken and held new ground in three places: a strip of southern Syria including the summit of Mount Hermon, southern Lebanon up to the Litani River, and most of the Gaza Strip. The government's word for all three is "security zone" or "buffer zone." The word matters, because it lets officials tell Americans and Arab governments that nothing is being annexed. This page follows the wording over time and shows where it leads: from "until," to "without a time limit," to "forever," and from army outposts to settlement plans.

Evidence rating: CONFIRMED that Israeli officials moved from calling the zones temporary to calling them permanent, and that ministers and lawmakers tie them to Jewish settlement.

Step one: "until"

When the Assad government fell in Syria in December 2024, Israeli forces crossed the 1974 ceasefire line and took the Syrian side of Mount Hermon. Netanyahu, standing on the peak, said Israel would stay "until another arrangement can be found that guarantees Israel's security" (Times of Israel, 17 December 2024). In March 2026, announcing the Lebanon zone up to the Litani, Defense Minister Israel Katz said displaced residents would not return "until security for the residents of the north [of Israel] is ensured" (Times of Israel, 24 March 2026).

Step two: "without a time limit"

By June 2026, Katz said the army will not withdraw from what he described as "security zones" in Lebanon, Syria, and Gaza; according to reports of his statement, Israel then held more than 60 percent of the Gaza Strip and more than 10 percent of Lebanese territory, and Netanyahu and Katz were leading "a clear policy" under which the army would remain in those zones "without a time limit" (as reported on X search pages, June 2026, captured in twitter/t22__v253.md). Netanyahu, in May 2026: "We have changed our security concept. We initiate, we attack, and we have created three security zones deep within enemy territory" (NPR, 31 May 2026). In June, in a translation by Clash Report: "Israel stays in the yellow security zone that keeps us safe. And this is a huge achievement. Huge! Because what did they try? They tried to get us out of there through all kinds of means, all kinds of pressures. That, of course, did not happen" (Clash Report on X, 27 June 2026).

Step three: "forever"

In September 2026, answering Syria's president, Katz said: "The Golan is part of Israel forever. We will not withdraw from Mount Hermon & the security zone to prevent threats from the jihadists of yours and your backers" (Zeina Khodr on X, 23 September 2026). In another rendering of the same statement: "if our forces or cities are attacked from Syria, we will respond and any area we control will belong to us forever" (dana on X, 23 September 2026). Nicolas Sawaya, reposting it, summed it up: "Israel won't leave unless forced to" (Nicolas Sawaya on X, 24 September 2026).

An AI summary of the public record, asked in September 2026, described the gap exactly: military control of the roughly 1,000 square kilometers of zones "is documented and held indefinitely per Israeli officials for security after 2023 attacks. They state no annexation, no border changes, and no territorial ambitions. ... The gap between military facts and formal sovereignty claims remains" (Grok on X, 26 September 2026). See 1,000 Square Kilometers Since October 2023.

From security to settlement

The ministers who push hardest for these zones say out loud that security means settling the land.

  • Smotrich, on his way to a conference titled "Preparing to Settle Gaza": "Without settlements, there is no security" (Times of Israel, 21 October 2024).
  • Justice Minister Yariv Levin, as compiled by one account from his speeches: "security can only be achieved where there's Jewish settlements," and "We need to be in Gaza because this is our land, the land of Israel and the Jewish people, and only the Jewish people" (Masi on X, 12 February 2026).
  • A Jerusalem Post op-ed, March 2026, quoted by the historian Zachary Foster: "Israel must control the territory up to the Litani River and resettle it with Jewish communities. Because security for Israel is only ensured with a Jewish civilian presence. And the same logic applies elsewhere" (Zachary Foster on X, 14 March 2026).
  • Knesset member Yitzhak Kroizer, March 2026, in a translated video: "There's no choice but to expel and clear out the area up to the Litani River… sovereignty and settlement" (BZKanging on X, 22 March 2026).
  • A settler rally in the West Bank, filmed by Louis Theroux: "Where we don't settle, terror grows" (YouTube).

Even an essay written to deny Greater Israel shows the same map. In April 2026 the Jewish News Syndicate ran an opinion piece calling the Nile-to-Euphrates charge a "hoax," which then argued for "control of the Jordan River, buffer zones in the north up to the Litani River and the strategic depth of the Golan Heights," and concluded: "This is not expansion; it is self-defense" (JNS, 1 April 2026). The borders it defends are the borders Smotrich named at Ma'oz Tzur. A defender of Israel at the Foundation for Defense of Democracies, Hussain Abdul-Hussain, argued in March 2026 for the same thing in plainer words: clearing and emptying "all of southern Lebanon south of the Litani River, creating a depopulated buffer zone" (Hussain Abdul-Hussain on X, 18 March 2026). Even Israeli writers who reject the biblical map concede that maximalist ambitions have "material" roots, "such as a boundary on the Litani security water access" (Jacob Linker on X, 24 February 2026).

An Israeli colonel names it

Udi Evental, a colonel in the reserves who works on strategy and policy, wrote in April 2026 that Israel's doctrine of prevention "quickly moved up a level and became "forward defense" - a euphemism for territorial occupation - through the creation of "security zones" in Gaza, Syria, and Lebanon." The zones "create a reality of occupation, in which various actors in Israel, especially on the extreme right, identify available territories for expansion, annexation, and Jewish settlement." He added: "within Israeli security thought, there has always been a hidden current that sought to expand Israel's security borders," and concluded: "a security-ideological coalition has now emerged in Israel, using a defensive-preventive narrative to advance a messianic agenda of "Greater Israel."" On the Syrian ground he wrote that the army "entered the buffer zone in the Golan Heights and the Syrian Hermon crown - an Israeli presence that does not serve an essential defensive security need" (Udi Evental on X, 25 April 2026). His full warning is on An Israeli Colonel's Warning.

Why the word matters to Americans

"Security zone" is the phrase that lets American officials say the United States opposes annexation while American weapons hold the line. The record above shows what the phrase has meant in practice: land taken in war, kept "forever," and marked for settlement. See America's Part in Greater Israel and Lebanon and Syria Since 2024.

Status: Benjamin Netanyahu, Israel Katz, Bezalel Smotrich, Yariv Levin, Yitzhak Kroizer, Udi Evental, Hussain Abdul-Hussain, Jacob Linker, Zachary Foster, and Nicolas Sawaya are alive. Nothing on this page states that any living person committed a crime.
