Iran's Death Toll: Who Counted, and What They Found

Evidence rating: STRONG. Every count below names its source. The most useful is from HRANA, a US-based rights group that opposes Iran's government and has no reason to inflate deaths caused by Israel.

More than a thousand people were killed in Iran in twelve days. Americans heard very little about them. This page lays out the counts in the order they were published, so a reader can see how the number grew and who stands behind each figure.

How to read it

  • At least 436 civilians were killed, on the count of a group hostile to Iran's government. That is a floor.
  • Hundreds more are "unidentified." In a war that struck homes, a prison and a television station, many of the unidentified are likely civilians too.
  • Israel's figure was 28. Iran's dead outnumbered Israel's by roughly forty to one. See Israeli Casualties.

Why the numbers were hard to get

  • The Guardian reported that ICU staff in Tehran "had been instructed not to post any details about the number of wounded or dead on social media" (The Guardian).
  • "Internet and banking services disrupted across all 28 provinces," according to an Iranian civilian-documentation site (research captures). An Iranian writer documented the blackout's effect on families trying to find each other (Peace Mark).
  • The US government made no public statement on civilian casualties in the June 2025 war that this investigation could find (research captures).

What outside bodies said

  • The UN human-rights office condemned the attacks as a "flagrant violation of fundamental principles of international law" (as quoted on the Civilians of Iran site, per the research captures). The International Federation for Human Rights (FIDH) said Israel's attack "could not be justified as lawful self-defense" (FIDH).
  • France's President Macron said there was "no justification" for strikes on civilians and civilian infrastructure, and Qatar's prime minister warned that Israel's targeting of economic facilities in Iran could lead to "catastrophic regional and international repercussions" (same captures).

Status: Elaheh Amani is alive, as far as these sources show.
