The Fifteen-Year Target: How the Pentagon Built a Bomb for One Mountain

Evidence rating: CONFIRMED. This is the Chairman of the Joint Chiefs of Staff's own account, given at a Pentagon briefing on June 26, 2025.

The June 22 strike was not a sudden response to a sudden threat. The weapon that hit Fordow was the product of a program that began in 2009, aimed at a single site. That matters because the public was told in June 2025 that the danger was urgent. The planning says the target had been chosen sixteen years earlier.

General Caine's account

At the June 26 briefing, General Dan Caine told the story in full (as quoted in a post quoting the briefing; see also the Department of Defense news story):

"In 2009, a Defense Threat Reduction Agency officer was brought into a vault at an undisclosed location and briefed on something going on in Iran. For security purposes, I'm not going to share his name. He was shown some photos and some highly classified intelligence of what looked like a major construction project in the mountains of Iran. He was tasked to study this facility, work with the intelligence community to understand it, and he was soon joined by an additional teammate."

"For more than 15 years, this officer and his teammate lived and breathed this single target, Fordo, a critical element of Iran's covert nuclear weapons program. He studied the geology. He watched the Iranians dig it out. He watched the construction, the weather, the discard material, the geology, the construction materials, where the materials came from. He looked at the vent shaft, the exhaust shaft, the electrical systems, the environmental control systems, every nook, every crater, every piece of equipment going in and every piece of equipment going out."

"They literally dreamed about this target at night when they slept... And along the way, they realized we did not have a weapon that could adequately strike and kill this target. So they began a journey to work with industry and other tacticians to develop the GBU57."

The same post describes the weapon as "a Special Access Program set up with the single mission of defeating hardened subterranean sites like Fordow."

What the account tells a citizen

  • The target was chosen long before the emergency. The officer was briefed in 2009. The bomb was designed around this mountain. When Israel launched its war in June 2025, the American weapon was waiting.
  • The general called Fordow part of a "covert nuclear weapons program." That is a stronger claim than America's own intelligence chief made three months earlier, when she told Congress the intelligence community "continues to assess that Iran is not building a nuclear weapon." See Gabbard's March 2025 Testimony.
  • Knowing a site is not the same as destroying it. For all fifteen years of study, a senior US official said the day of the strike that "even a dozen bunker-busting bombs could not destroy the site." See Fordow.
  • The Israeli side studied it too. A former Mossad director later said "We toured the Fordow nuclear site many times." See Mossad Inside Iran.

Status: Dan Caine is alive, as far as these sources show. The DTRA officer is unnamed.
