The Investigation That Was Stopped: Joe Kent, the NCTC, and Charlie Kirk

The most important fact about the question "was a foreign government involved in Charlie Kirk's killing?" is that the one federal body built to look for foreign involvement in attacks on Americans was, according to the man who ran it, told to stop looking. This page explains what the National Counterterrorism Center is, what its director said, what leads he and others describe, and what a real investigation would need to examine.

What the NCTC is

The National Counterterrorism Center (NCTC) is part of the Office of the Director of National Intelligence. Created after 9/11, its job is to pull together everything the government knows about terrorist threats, including those directed or aided by foreign states. If a prominent American is assassinated, the question of foreign involvement is squarely in its lane.

Its director in 2025 and early 2026 was Joe Kent, a retired Army Special Forces soldier with eleven combat deployments and a former CIA officer, appointed by President Trump. Kent resigned on March 17, 2026, writing that "Iran posed no imminent threat to our nation, and it is clear that we started this war due to pressure from Israel and its powerful American lobby" (see Joe Kent).

What Kent said

Two days after resigning, Kent sat down with Tucker Carlson. The key lines, as transcribed from the video:

"One of President Trump's closest advisors was vocally advocating against war with Iran and for rethinking our relationship with Israel."

"And then he's suddenly publicly assassinated and we're not allowed to ask any questions about that?"

"The investigation I was part of at the National Counterterrorism Center — we were stopped from continuing to investigate."

"There are unanswered questions."

(Brian Allen on X, March 19, 2026, video; about 254,000 views). Journalist Ron Filipkowski, no friend of Kent's politics, summarized the same interview: Kent "suggests that Israel may have been behind Kirk getting killed and says the National Counterterrorism unit was blocked from investigating an Israel connection by the FBI" (Filipkowski on X, March 19, 2026). In another widely shared rendering, Kent said the adviser "is suddenly assassinated and then we were told to stop investigating it" (as quoted in a captured search summary, about 25,500 likes).

In a later interview Kent said Charlie Kirk "was killed publicly in a very horrific way and we are not really even allowed to look into that at all," and that investigators should have been allowed "to rule out every possibility before closing off broader theories" (YouTube report, April 9, 2026). Discussion on X in July 2026 was still citing Kent's statement that the FBI said the matter would "go over to Utah law enforcement," with foreign leads left open in the NCTC's opinion (whoassassinatedcharliekirk.com).

Kent told radio host Mark Levin he had leads on a foreign link but would not name a country. Laura Loomer, a pro-Israel activist close to the White House, answered that "he made it up" (Loomer on X, March 24, 2026). A source described by RadarOnline as "linked to the FBI probe" said Kent had floated foreign theories in early meetings (the report names Iran) without presenting proof (YouTube report, April 9, 2026). Both responses attack Kent; neither says the foreign-link inquiry was completed. The FBI has not published any finding on foreign involvement.

The leads Kent's critics and supporters describe

Tony Seruga, an analyst who describes himself as a former intelligence-community contractor, laid out the "linkages" he says Kent's team was blocked from examining. These are Seruga's claims, recorded here because they are the specific questions an investigation would have to answer:

  • Israel, which Seruga says Kent "explicitly insinuated" may have played a role "to 'pressure' the U.S. into a larger conflict with Iran," citing Kirk's split with Israeli donors as "a significant 'data point.'"
  • Foreign phones near the event. Seruga writes that NSA data identified "12 Israeli-registered cellphones active near the site during the event," and that a larger raw GPS set showed 44 foreign-registered phones (16 Israeli, 13 Chinese, 12 Russian, 3 Iranian). He notes that some may belong to foreign students at Utah Valley University's Center for National Security Studies.
  • IMSI-catchers, devices that mimic cell towers, "dozens" of which he says were present that day, mostly deployed by law enforcement afterward.
  • Visa revocations. He writes that the State Department revoked visas of individuals from Argentina, South Africa, Mexico, Brazil, Germany, and Paraguay after the assassination.
  • The FBI handoff. "Kent argued that the FBI's decision to hand the case over to Utah state authorities effectively ended the pursuit of these international leads."

(Seruga on X, March 24, 2026; see also Deep State: Tony Seruga). None of these data sets were published in the captured material.

The official case

Utah prosecutors have charged Tyler Robinson, 22, with aggravated murder; he has pleaded not guilty and is presumed innocent. Officials describe surveillance video, DNA on the rifle, a note, and text messages (X news summary, March 14, 2026). A local prosecution of an individual shooter does not answer, and was never designed to answer, whether anyone else, foreign or domestic, knew, helped, or benefited. That is exactly the question the NCTC was built for, and the question Kent says it was stopped from pursuing.

Why the halted inquiry matters

In an ordinary case, a halted inquiry proves nothing. This is not an ordinary case. The victim had, by the accounts of three people, spent days in the White House trying to stop a war that Israel's government had sought for thirty years (see Kirk fought the war in private and Netanyahu's campaign). The official who says the inquiry was stopped is the same official who says the war itself was started "due to pressure from Israel." And the country Kent pointed toward is the country the Pentagon rated a "critical" spying threat three months later (see the critical threat rating). A citizen does not need to decide who killed Charlie Kirk to demand that the foreign-link inquiry be finished and its results released.

What a real investigation would release

  • The NCTC's work product up to the point it was stopped, and the written instruction to stop.
  • The FBI's reasoning for handing the case to Utah without completing the foreign-link review.
  • The phone-location and ownership data Seruga describes, with the identities of foreign nationals present, cleared or not.
  • The donor texts Kent says were "made public," in full.
  • Any intelligence reporting, from any ally, about foreign interest in Kirk in 2025.

Status: Joe Kent — Alive. Tyler Robinson — Alive; charged, pleaded not guilty, presumed innocent. Tony Seruga, Ron Filipkowski, Mark Levin, Laura Loomer, and Tucker Carlson are alive. Charlie Kirk — Deceased (2025).
