The Restrainers Pushed Out: Who Inside the Administration Said No
In Washington, "restrainers" are officials and analysts who favor military restraint: fewer foreign wars, fewer open-ended commitments, and a shift of American attention away from the Middle East. The President came into office in 2025 promising exactly that, and several restrainers took senior jobs in his administration. This page tracks what happened to them as the push for war with Iran grew. One after another, they were removed, cut out of meetings, spied on, or resigned.
April 2025: Dan Caldwell
Dan Caldwell, a Marine veteran and senior adviser to Secretary of Defense Pete Hegseth, was known for favoring restraint in the Middle East. He was removed from the Pentagon in April 2025. The official reason, according to several media outlets, was that he allegedly leaked information about Hegseth's use of a Signal chat; no charges appear in the material captured for this investigation. Middle East Eye reported how some of the President's closest media allies saw it: "Mossad agents" and "warmongers" were pushing the U.S. toward a conflict with Iran. Tucker Carlson, interviewing Caldwell, said he had been ousted because he was seen as an obstacle to bombing Iran:
"You did make maybe one career mistake by giving on-the-record interviews describing your foreign policy views…that are out of the mainstream among warmongers in Washington." ... "Then I read all of a sudden that you are a traitor."

June 2025: the DNI and her deputy "excluded from meetings"
Tulsi Gabbard, the Director of National Intelligence, had told the Senate in March 2025 that "Iran is not building a nuclear weapon." The President answered in June: "I don't care what she said." According to an anonymous senior administration official quoted by The Grayzone on June 21, 2025, the day before the strikes, "top officials who have questioned the logic of attacking Iran, such as Director of Intelligence Tulsi Gabbard and her deputy, former CIA officer and director for the National Counter-Terrorism Center Joe Kent, have been excluded from meetings by White House Chief of Staff Suzie Wiles." The same official said envoy Steve Witkoff "has been pushing the president to preserve the diplomatic track" (@SMO_VZ on X, June 21, 2025, pasting The Grayzone). That account rests on one unnamed official; the White House did not respond to it in the captured material. See Gabbard's assessments.
August 2025: the DIA chief removed
After the June strikes, an early Defense Intelligence Agency assessment leaked to CNN found the strikes had set Iran's program back by months, not destroyed it. The White House called the leaker "an anonymous, low-level loser." On August 22, 2025, Secretary Hegseth removed the DIA chief and two senior commanders without publicly giving reasons (Randy Ferrell's log on X, September 2, 2026, which notes the removals are established while the motive is not). See the DIA leak.
Elbridge Colby: fought over, then spied on
Elbridge Colby, the Pentagon's top policy official, is known for arguing that America should shift military resources from the Middle East toward China. One commentator wrote that "Since June 2025, despite all AIPAC ADL lobby did to obstruct Elbridge Colby's nomination as #2 at DOW; and smearing him for America First policymaking," she still supported him (@MA22_azadam on X, July 30, 2026). That is her account of the lobby's opposition. What is reported by The New York Times is that in 2026 Colby and his Middle East deputy Michael DiMino were among the American officials Israel was believed to be eavesdropping on, as they worked on a peace deal (New York Times, June 6, 2026). See the critical threat rating.
Steve Witkoff: the negotiator who was spied on
Steve Witkoff, the President's envoy, was the diplomat most associated with a deal. The Grayzone's official said he pushed to "preserve the diplomatic track" in June 2025. In 2026 he negotiated the memorandum of understanding with Iran that AIPAC publicly attacked for releasing frozen funds and not requiring removal of all enriched uranium (see AIPAC in its own words). And he was, the Times reported, a named target of Israeli eavesdropping. A Gulf diplomat quoted by the Guardian took the opposite view, calling Witkoff and Jared Kushner "Israeli assets that dragged a president into a war he wants to get out of" (as quoted by JNS). The two accounts agree on one thing: the fight over the war was a fight inside the President's circle, with Israel's interests at its center.
March 2026: Joe Kent resigns
The highest-ranking restrainer to leave was Joe Kent, director of the National Counterterrorism Center, who resigned on March 17, 2026: "it is clear that we started this war due to pressure from Israel and its powerful American lobby" (see Joe Kent). The President called him "weak on security."
The cabinet split
By July 2026 the divide had reached the cabinet. Esfandyar Batmanghelidj, an analyst who speaks with officials in Tehran, reported that Iranian leaders saw "the growing rift between the Rubio and Vance camps," and wrote: "During the Biden years, the issue was whether the president could defend his deal from political rivals in Congress. Now, the rivals are within the cabinet itself." ... "The U.S. has started a war it does not know how to end." (Batmanghelidj on X, July 29, 2026). Vice President Vance, for his part, publicly accused some in Israel's government of a "well-funded campaign" to keep the war going (BBC, July 16, 2026).
The pattern
Each time an official inside the government stood for restraint, something happened: a removal on a leak charge, exclusion from meetings, a public rebuke, an intelligence chief fired, a negotiator spied on. None of these alone proves a plan. Together they show the direction the machinery moved: toward the war, and away from the people who warned against it.
Status: Dan Caldwell, Tulsi Gabbard, Joe Kent, Susie Wiles, Steve Witkoff, Elbridge Colby, Michael DiMino, Pete Hegseth, Jared Kushner, JD Vance, Marco Rubio, and Esfandyar Batmanghelidj are alive. Nothing on this page states that any living person committed a crime.
